Regulations on
“Bulletin of the Academy of Justice”
Scientific Journal


General Provisions
These Regulations define the organizational, technical and substantive requirements for “Bulletin of the Academy of Justice” scientific journal (hereinafter referred to as the Journal).
The Journal is published in accordance with sub clauses 11) and 12) of clause 13 of the Charter of the Academy of Justice under the Supreme Judicial Council of the Republic of Kazakhstan, approved by the order of the Chairperson of the Supreme Judicial Council of the Republic of Kazakhstan dated July 15, 2024 No. 1-8/35.
The founder and owner of the journal is the Academy of Justice under the Supreme Judicial Council of the Republic of Kazakhstan RSI (hereinafter referred to as the Academy).
The Journal is registered with the Ministry of Information and Social Development of the Republic of Kazakhstan (hereinafter referred to as the Ministry), Registration certificate No. KZ57VPY00065448 dated February 24, 2023. Online media “Bulletin of the Academy of Justice” is registered with the Ministry, Registration certificate No. KZ71VPY00067233 dated March 31, 2023. Certificate of registration of a print media No. KZ06VPY00098570 dated August 08, 2024, Certificate of re-registration of a periodical print media, information agency and online media No. KZ86VPY00098585 dated August 08, 2024.
The Journal is a scientific peer-reviewed royalty-free periodical.
The Journal publishes scientific articles in various fields of legal science, including on issues of judicial authority and judicial education.
The Journal is published four times a year in print. Online digital form of the Journal is posted on the Academy’s website.
Articles are published in Kazakh, Russian and English.
No more than one article written by an author and one article co-authored by an author are accepted for publication in the issue at a time.


Policy, purpose and objectives of the Journal
The editorial policy of the scientific journal is based on the principles of scientific character, reliability, objectivity, professionalism, compliance with publishing ethics and academic honesty.
The purpose of the Journal is to integrate the Academy into the Kazakh and global scientific and educational space.
The main objectives of the Journal are as follows:

  • publication of articles, reviews presenting the outcomes of original scientific and research works, as well as theoretical and experimental studies covering the current state of specific areas of legal science;

  • publication of scientific research results identifying the problems of law enforcement, including judicial activities, and propose solutions to these issues;

  • exchange of views on various legal science topics between Kazakh and international researchers;

  • fostering collaboration among representatives of various scientific schools;

  • promotion of scientific achievements of Kazakh scientists within the domestic and global scientific communities;

  • identifying and supporting the development of young scientific personnel;

  • promoting the development of scientific communication with higher education institutions;

  • providing information support for priority scientific researches and popularizing innovative scientific ideas;

  • interaction and involvement in publications, review of works of leading foreign scientists and practitioners;

  • providing an information platform for dialogue and knowledge exchange between top scientists and practicing professionals.


Organization of Journal Publication
The organization of the Journal’s publication, including determining its publishing strategy, current topics of published materials and formation and release of each issue is managed by the Editorial Council, Editorial Board, and Editorial Staff.
The Journal is managed by a combination of centralized leadership and collective decision-making principles.
The Editorial Board is a collegial representative body of the Journal, responsible for setting the Journal’s development strategy. The Chairperson leads the Editorial Board.
The Editorial Board consists of domestic and international scientists who have citations in international and/or domestic citation systems, as well as achievements in legal sciences, representatives of the judicial system, and heads of higher educational institutions and scientific organizations.
The Editorial Board is a collegial management body that defines the current editorial policy of the Journal, considers and approves the content of upcoming issues of the Journal, and reviews materials.
The Editorial Board is formed from among the employees of the Academy, judges, and representatives of higher educational institutions and scientific organizations of the Republic of Kazakhstan.
The Editorial Board is headed by the Chairperson, who is the Rector of the Academy.
The competence of the Chairperson of the Editorial Board shall include the following:

  1. approving the Regulations on the Journal;

  2. authorizing the signing of the Journal "for print" upon the submission of the Editor-in-Chief, as well as for its distribution;

  3. approving the mailing list of the Journal;

  4. approving the appointments of the Editor-in-Chief, Assistant Editor-in-Chief, members of the Editorial Council, the Editorial Board and the Editorial Staff;

  5. delegating specific responsibilities to the Editor-in-Chief on individual issues.

Members of the Editorial Board:

  • on behalf of the Editor-in-Chief, review the scientific articles submitted for consideration to determine their suitability for publication in the Journal;

  • facilitate the involvement of leading scientists and highly qualified specialists in relevant scientific fields to contribute to the Journal’s work;

  • participate in the decision-making process regarding the acceptance or rejection of materials submitted for publication in the Journal.

The Editorial Board consists of the Editor-in-Chief, editors in charge for specific scientific fields, an Assistant Editor-in-Chief, and is the main organizational and technical structure for publishing the Journal, performing the following functions:

  1. accepting, registering, and storing incoming articles and related materials;

  2. ensuring incoming materials meet the Journal’s technical requirements and publication ethics, as well as verifying them for illegal borrowing (plagiarism);

  3. interacting with reviewers and sending articles for review;

  4. preparing the layout of the Journal;

  5. organizing meetings of the Editorial Board of the Journal;

  6. organizing electronic typesetting and proofreading of manuscripts;

  7. ensuring the publication of the Journal and subsequent mailing of the Journal;

  8. posting the Journal on the Academy’s website;

  9. managing the distribution of the Journal through mandatory mailings and subscriptions;

  10. compiling statistical data related to the issue of the Journal;

  11. when making a decision on each material submitted for discussion, the Editorial Board considers the opinion of reviewers.

The Editor-in-Chief leads the Editorial Board of the Journal, overseeing general management and coordinating the activities of the Editorial Council, Editorial Board, and Editorial Staff. In exercising these duties, the Editor-in-Chief is guided by the current legislation and these Regulations.
The Editor-in-Chief:

  • carries out the overall management of the Journal;

  • carries out works to attract leading scientists and highly qualified specialists to publication in the Journal;

  • makes recommendations to the Chairperson of the Editorial Board regarding numerical and qualitative composition of the Editorial Board;

  • organizes the process for accepting articles for publication;

  • makes decisions on the acceptance or rejection of materials submitted for publication in the Journal;

  • coordinates the article review process;

  • ensures timely updating of information about the Journal on the official website.

Editors-in-Chief responsible for scientific fields shall:

  • encourage participation of leading scientists and highly qualified specialists within their scientific field in the work of the Journal;

  • involve authors and reviewers in their scientific field in the publication process;

  • share responsibility with the Editor-in-Chief of the Journal for maintaining the scientific quality of the Journal and its components within their scientific area;

  • bear responsibility for ensuring the content of published materials and articles is relevant, novel, and aligned with current developments in the relevant scientific areas;

  • provide the upcoming issues of the Journal with publications in their scientific areas.

Assistant Editor-in-Chief shall provide organizational and technical support for the preparation and publication of each issue of the Journal.
Assistant Editor-in-Chief sends the manuscript for “blind” review to two independent reviewers. These reviewers must be specialists with a PhD, Candidate of Sciences, or Doctor of Sciences degree in the relevant field and have publications related to the subject of the article being reviewed. Members of the Editorial Board may act as reviewers.
The reviewer is required to submit a signed review within 5 business days to the Assistant Editor-in-Chief, following the form and criteria outlined in the Annex to these Regulations.
Once the reviewers have submitted their reviews, the Assistant Editor-in-Chief agrees on the date of the meeting with the Editor-in-Chief of the Journal, the responsible editors and the Chairperson of the Editorial Board and sets the next Editorial Board meeting. At this meeting, the Editorial Board reviews all materials and approves the final list of articles to be published in the upcoming issue of the Journal.
In the event of a disagreement during the review process, the decision on whether to publish the material shall be determined by an open vote of the Editorial Board members. The final decision shall be made by a simple majority of votes. In case of a tie, the Editor-in-Chief shall have the casting vote.


Procedure for submitting materials to the Journal and requirements for articles
A scientific article or review shall be prepared in accordance with the requirements outlined on the Academy’s website.
A scientific article or review signed by the author shall be submitted to the Editorial Board in electronic form.
The Editorial Board will not consider manuscripts that do not meet the established requirements. The Editorial Board reserves the right to reject any work submitted for publication. If the author makes appropriate revisions, the article may be considered for publication. Articles and submitted documents rejected by the Editorial Board shall not be returned to the authors. The Editorial Board shall not be responsible for the accuracy of citations, references to legislation, or information about the authors. The opinion of the Editorial Board may not coincide with the scientific point of view of the author.
The published materials in the Journal shall not contain scientific or other information that pertains to state, official, or commercial secrets. The authors bear full responsibility for the content of the materials, which must not have been previously published in any other printed publications. The Journal will cease cooperation with any authors found to have plagiarized.
Electronic versions of incoming articles and related materials (including the certificate of manuscript originality, reviews) shall be kept in the editorial office for five years.
References to the Journal are mandatory when reprinting or citing its materials.


Final Provisions
Amendments and additions to this Regulations are approved by an order of the Rector of the Academy.
The decision on the reorganization and liquidation of the Journal is made by the Academic Council of the Academy. In the event of a decision to cease publication of the Journal, the Academy reserves the right to resume its publication under the same name.
