Abstract

The study is devoted to the problems of social disadvantage of minors in modern times. The purpose of this article is to use a qualitative methodology based on the study of literature and relevant legislation to analyze the institute of juvenile justice, which is being formed in Kazakhstan, and to identify problematic aspects in the field of social disadvantage and protection of the rights of minors.  
Identifying the causes of social disadvantage of children in modern society is an important task that will help eliminate complex gaps and shortcomings in the organization of the state’s juvenile policy, and will make it possible to formulate recommendations and proposals for improving the practical activities of state legal institutions involved in the system of administrative and legal protection of the rights and legitimate interests of minors.  
To achieve the set goals in the study of problematic aspects of the protection of minors, the author uses a set of general and special methods of scientific cognition, the use of which made it possible to comprehensively analyze the object of research. The study also touches upon the improvement of the norms that define the status and powers of defenders of persons brought to administrative responsibility, as well as representatives of minor victims in the course of administrative offense proceedings.
